Adjudication is how a control layer resolves a request: most decisions are settled by deterministic rules and pattern checks, and only ambiguous cases escalate to a model-based judge or a human reviewer.
Layering checks this way keeps enforcement fast, cheap, and predictable, rather than sending every request to an expensive, non-deterministic LLM-judge.
